About RTI Act 2005
The Right to Information Act 2005 came into force on 12th October 2005 to promote transparency and accountability in the working of every public authority in India. Under the act, we are committed to provide information on this website to every citizen of India.
1. Particulars of the Organization, Functions and Duties
The ICAR-Directorate of Onion and Garlic Research, Rajgurunagar was established under Indian Council of Agricultural Research, New Delhi. The Directorate was entrusted with a mission "To promote overall growth of onion and garlic in terms of enhancement of quality production, export and processing".
Major Functions and Duties:
- Development of high yielding onion and garlic varieties/hybrids resistant to biotic and abiotic stresses with desirable processing qualities through conventional and biotechnological approaches
- Development of high quality seed and planting material in onion and garlic
- To formulate production technologies for sustainable production of onion and garlic
- Development of organic modules for onion and garlic production
- Development of diagnostics for the detection of emerged and emerging pathogens
- Integrated pest and disease management in onion and garlic
- Enhancement of storage life of onion and garlic through conventional and non conventional approaches
- Exploitation of functional food value of onion and garlic
- Disseminate and demonstrate the technologies developed by DOGR
Location:
The directorate is located on Pune-Nashik Highway at Chandoli village in Khed Taluka near Rajgurunagar. The Directorate can be reached from Pune railway station and Pune airport by road. It is about 45 km from Pune.
2. Powers and Duties of Officers and Employees
To act as per the power given and duties assigned to the respective position of officers and employees of DOGR by the council/institute.
3. Decision Making Process
The ICAR guidelines are followed in decision making process. Channels of supervision and accountability are as per DOGR organogram. Controlling officer is supervisor as well as accountable for the output of staff under him/her. However, accountability lies from the lowest to highest position as per their assigned duties.
4. Rules, Regulations, Instructions and Manuals
The norms to be followed as per rules, regulations, instructions, manuals and records held by it or under its control or used by its employees for discharging its functions. ICAR follows Govt. of India Rules mudatis-mutandis.
5. Public Consultation Arrangements
Various channels i.e suggestion box on DOGR website, postal and RTI are available for seeking information regarding formulation of policy or implementation.
6. Boards, Councils and Committees
Constitution of various committees and other bodies is given on DOGR website under the tab About Us - Committees. These are constituted by ICAR or other competent authority, and are thus attendance to meeting is restricted to the members. However, public can send suggestions to these committees through all available correspondence means. Information is made available through Annual Reports, Newletters and DOGR website.

8. Monthly Remuneration of Officers and Employees
As per Govt. pay scales and ICAR guidelines for respective staff.
9. Budget Allocation and Expenditure
The budget is allocated to DOGR as the single agency, which is used under two heads i.e. plan and non-plan as per financial rules of Govt. of India.

11. Facilities Available to Citizens
Library/reading room is available to the citizens from 9:30 AM to 4:30 PM on prior permission.
